Sacramento County Environmental Management states that California’s Safe Body Art Act regulates tattooing and requires practitioners to register annually and work from an approved and inspected facility. A viable station needs a controlled procedure area, appropriate handwashing, cleanable surfaces, adequate lighting, clean storage, sanitation supplies, sharps handling, medical-waste disposal, guest separation, and the infection-prevention practices required for body art. An attractive lounge, lawn, historic room, or conference booth may still need a different footprint before it is workable.

City special events are a separate process
The City of Sacramento says a Special Event Permit is required when more than 50 people use all or part of a public street, sidewalk, or alley. It also identifies several park-event triggers, including attendance of 200 or more, an event open to the public, alcohol service or sales, or amplified sound.
The City asks organizers to submit a complete application at least 60 days before the event. Its process includes a site or route map, identification, conditional approval, an event review, insurance, fees, and any requirements assigned by the reviewing departments. The City specifically warns that the application itself is not approval and says the event should not be promoted before conditional approval.
Depending on the plan, additional requirements can include security, alcohol management, waste management, tent review, traffic control, neighborhood notification, and parking reservations. Sacramento also says events with at least 500 people, counting staff, vendors, and volunteers, may need a waste-management plan submitted 30 days ahead. Those wider event rules do not replace the County body-art process.
For tents and temporary structures, fire review can depend on size and configuration. The safest production approach is to identify the proposed station, tent, exits, access, utilities, and equipment on the event map early rather than treating the tattoo booth as a late vendor addition.
